Austal Selected as Preferred Tenderer for Pacific Patrol Boat Replacement Project

Austal Limited (Austal) announced on Monday ( Apr 18) that it has been awarded preferred tenderer status by the Commonwealth of Australia for the Pacific Patrol Boats Replacement (PPBR) Project.

The PPBR project involves the construction of up to 21 steel-hulled patrol vessels and through life sustainment over 30 years in a total Government expenditure of up to $900 million. Austal’s share of the PPBR program will include the construction of the vessels and short to medium term maintenance components of the project.

Austal will now work with the Commonwealth of Australia to complete documentation and finalise the contract over the coming weeks. Full details will be provided to the market when the contract is finalised.

Austal plans to construct the Pacific Patrol Boats in its shipyard in Henderson, WA, with through-life support to be performed at Austal’s existing facility in Cairns, Queensland. The vessels will replace the existing Pacific Patrol Boat fleet, which is approaching the end of its service life, and will assist Pacific Island countries to continue to take an active part in securing their own extensive Exclusive Economic Zones.

Austal Chief Executive Officer David Singleton said: “I am delighted that we have been selected as preferred tenderer, adding to our long history of constructing patrol boats at our shipyard in Henderson, Western Australia.

“Austal has delivered Australia’s entire border patrol capability – comprising 30 vessels delivered over the past 17 years – and we look forward to extending this by constructing and servicing vessels that will be used by many of our neighbours in the South Pacific.

“Construction of the Pacific Patrol Boats also extends Austal’s shipbuilding capability into steel-hulled vessels, which will be important for the future construction of Offshore Patrol Vessels.

“This project will add to our existing work at our Henderson shipyard, where two High Speed Support Vessels are being constructed for the Royal Navy of Oman this year as well as two additional Cape Class Patrol Boats.”

Curious to Know and See: A Glimpse into the Dry-docking Process at Teekay

The process of dry-docking refers to when a vessel is taken to the service yard and brought to dry land so that submerged portions of the hull can be cleaned and inspected. This work is both preventative as well as a regulatory requirement within the industry. When second-hand purchased vessels are due for dry-docking, they are rebranded and assessed to meet all Teekay standards.

At Teekay, vessels are scheduled for dry-docking once every five years, with intermediate surveys taking place in between. Once the vessels are put back into service, they are more eco-friendly and fuel-efficient. If the world of dry-docking had one moto, it would be “plan, plan, plan and plan some more.”
In 2015, the Teekay Tankers team completed the largest dry-docking program to date, successfully processing 17 vessels over the course of 382 days of service time. The process itself requires careful planning and preparation. Every minute detail needs to be taken into consideration when undertaking a major project such as the dry-docking of a vessel – and even more so when trying to coordinate 17 of them in a year.
So what does the actual dry-docking process entail? Let’s have a look:

VIDEO
Arrival at Yard and Entering the Dry-dock
After completing all necessary preparatory work, the vessel arrives at the shipyard. On completion of port formalities, the vessel proceeds to the dry-dock with assistance from tug boats and shipyard personnel. Prior to this, the blocks are arranged by the shipyards as per each vessel’s specific docking plan.
Pumping Down the Dock and Vessel “Taking” the Blocks
The water is drained from the dry-dock (generally overnight) over the course of about eight to ten hours, depending on the size of the vessel. Before the vessel is rested on the block, specialized dive teams ensure the block structures are in the correct location.
Ranging the Cables
The cables (or anchor chains) are ranged on the dock bottom once the dock is dry. Anchors and cables are then inspected and measured to determine the quality/ condition and defective parts are repaired or replaced as required.
Hull Painting
The hull painting consists of washing, blasting and painting of the vessel and is one of the main reasons for dry-docking, as it ensures efficient vessel operations for the next five years. After extended periods of sailing and service, it is not uncommon for marine growth such as algae or slime to build up on the sides of the vessel. This buildup has a direct impact on the efficiency of the vessel and ultimately leads to higher fuel consumption.
Washing
Shipyard personnel use (fresh water) high-pressure washers to remove marine growth and chlorides from the ship side.
Blasting
Blasting is done primarily to remove rust or defective paint from the ship side. Depending on the need of each vessel, blasting may be localized or carried out along the entire side of the vessel. In this process, old paint in the defective areas is removed entirely to expose the bare steel.
Painting
Once the blasting is completed, the entire vessel is cleaned and painted to protect the integrity of the steel and prevent future corrosion. The underwater side is painted with anti-fouling paint to prevent marine growth and ensures vessel operates close to its original design speed and fuel consumption.
Opening Sea Chests and Overhaul of Sea Valves
The sea chest is a recess in the hull of the ship that provides intake of sea water for the cooling systems in the engine room. This area is opened during the dry-docking process for cleaning, inspecting and painting. At the same time, all ship-side sea valves are inspected and overhauled as required.
Necessary Repairs and Maintenance
During this period, teams take the opportunity to carry out maintenance work on engines, pumps, tanks and cargo spaces as needed. Repairs on the rudder, propeller or shafting are made if any defects are identified.
Flooding the Dock
After all planned work has been satisfactorily completed, the dock is flooded and prepared for the vessel’s departure.
Departure and Trials
The vessel is towed out of the dry-dock with the assistance of tugs and shipyard personnel. Once the vessel reaches a safe anchorage area, sea trails are carried out to confirm the operation of all ship’s machinery. On completion of sea trials, the vessel is commissioned back into service.

Russian tanker Palflot-2 catches fire in Caspian Sea, 1 crew member reported killed

A Russian tanker has caught fire in the Caspian Sea near the territorial waters of Turkmenistan. The crew has been evacuated while the Russian Emergency Ministry prepares amphibious firefighting aircraft to extinguish the fire on the vessel.

A source told RIA Novosti that the ignition source is believed to be on the deck of the vessel.
The Palflot-2 vessel in distress is currently drifting in Turkmenistan’s territorial waters some 800 kilometers from Russia’s nearest port, Astrakhan. Ten crew members have been evacuated from the ship by another Russian vessel, emergency agency sources told Russian media.

The Southern Regional Center of Russia’s Emergency Ministry has confirmed the fire on Palflot-2 tanker claimed the life of a ship’s mechanic, reportedly a citizen of Kazakhstan.
“We confirm the death of a single person. It was a mechanic. There were 11 crewmembers onboard, and 10 of them have been evacuated by a vessel belonging to the same company. They will be delivered to Astrakhan,” a source in the Emergency Ministry said.
Crew members of the Palflot-2 are citizens of Russia and Kazakhstan.
According to the Emergency Ministry, the tanker was not transporting any oil products and its tanks are filled with seawater as ballast.The Emergency Ministry and the company owning the burning tanker agreed that extinguishing the fire on a vessel drifting so far from Russian shores is unpractical. It has been decided the ship should burn out, and its fate will be decided later.

Palflot-2’s port of commission is city of Taganrog, a port in the Azov Sea connected with the Caspian Sea via a system of waterways.
The Emergency Ministry of Azerbaijan, situated on the opposite shore of the Caspian Sea, is preparing to dispatch a pair of helicopters and a speedboat to the tanker in distress.
Despite its huge size, the Caspian Sea not naturally connected to the rest of the global ocean, is considered to be the planet’s largest saline lake.

Bahri Liner and Rickmers-Linie signed space charter agreement from the US to the Red Sea and Middle East

Rickmers-Linie, the Hamburg based specialist for project and heavy lift liner services and the National Shipping Company of Saudi Arabia (trading as Bahri Liner) have recently signed a space charter agreement.

The agreement covers the ports on the US Atlantic and Gulf Coasts as well as ports in Saudi Arabia, Egypt, Jordan, Kuwait, the UAE, Iraq and the Yemen. It enables the chartering of space from Rickmers-Linie to Bahri Liner and vice versa on vessels operated by the other and authorizes Rickmers-Linie and Bahri Liner to coordinate arrangements with regard to that space in the aforementioned trades.

Ulrich Ulrichs, CEO of Rickmers-Linie was pleased with the agreement reached with Bahri Liner and commented by saying: “With this space charter agreement both Bahri Liner and Rickmers are able to broaden their networks to offer our customers a wider choice of possibilities on the high level of reliability of the liner services of our companies.”

Matthew Luckhurst, Liner Director of Bahri Liner added: "We look forward to the cooperation with Rickmers-Linie, and I am sure that our joint customers will value the added possibilities offered by this space charter agreement.

South Korea ready for investment in Iran shipping industry

Head of South Korea Maritime Institute Sang Gui Kim on Saturday (Apr 23) voiced his country’s readiness for investment in Iran’s ports and shipping industry.
Sang Gui Kim told reporters on the sidelines of Iran-South Korea Economic Conference in Isfahan.
Sang Gui Kim said that Iran boasts of high capabilities in the oil and gas sectors and South Korea can cooperate with Iran on building ships, maintenance and repair of naval fleet and preparing ports for operation.
Developmental projects, dam construction, control of water resources and health sectors can serve as other areas of cooperation between the states, he said.
Kim hoped that the volume of South Korea’s investment in such areas would hit 10 billion dollars in the next five years.
Removal of sanctions brought good achievements for both nations, he said.
He announced that South Korean cabinet members will visit Tehran in the coming months.

Kim hailed holding the two-day Iran-South Korea Economic Assembly Conference, saying that organizing such events will pave the way for presence of South Korean statesmen in Iran in a bid to boost communications.
Iran-South Korea trade stood at 6.1 billion dollars in 2015.

Gibraltar-Registered Cargo Ship Constance Rescues 235 Refugees

The Gibraltar-registered Dry Cargo ship, the CONSTANCE was involved in a dramatic rescue of over two hundred refugees from a sinking boat off the coast of Italy last week.
The CONSTANCE, commanded by Captain Skobel, responded to an emergency request from the Greek maritime authorities to rescue persons from a vessel in distress. Captain Skobel and his crew successfully engaged the vessel and embarked 235 refugees onto the Gibraltar ship.
The Greek coastguard advised the CONSTANCE to proceed to Augusta, Sicily, where the rescued persons were successfully disembarked at port.

The Minister with responsibility for Maritime Services, the Hon. Albert Isola, has written to Captain Skobel of the CONSTANCE to congratulate him on his crew’s bravery in the rescue, as well as the calm and responsible way in which the situation was handled.
Richard Montado, the Gibraltar Maritime Administrator said:

“It is sad to note that there are increasing numbers of people crossing the Mediterranean Sea in flimsy craft in a desperate attempt to escape from regional conflicts and extreme economic hardship. The Master and crew of the CONSTANCE have demonstrated tremendous courage in saving the lives of more than 200 people, in the face of a complex and potentially dangerous operation. I must also highlight the role of the managers of the vessel, Briese Schiffahrts GmbH & Co., in providing support to the crew and assisting with the logistics. A major tragedy has been averted on this occasion.”

Rettig Group to divest Bore to Dutch shipping company Spliethoff

Finnish Rettig Group Ltd. is divesting its RoRo shipping company Bore Ltd. to the Dutch shipping company Spliethoff’s Bevrachtingskantoor B.V..
All activities of the Bore business will transfer to Spliethoff, including all of Bore’s employees, Bore’s entire fleet of nine RoRo vessels and the strong Bore brand. The 24.8 per cent holding in Försäkringsaktiebolaget Alandia is not included in the transaction and remains within Rettig Group.

The all-cash deal is expected to close on 30 June 2016 and does not require any approval by competition authorities.
After the successful restructuring programme in 2014-2015 Bore focuses on the Roll-on/Roll-off (RoRo) segment. The nine RoRo vessels are chartered to line operators that transport cargo in the North Sea, the Baltic Sea, the Mediterranean and the Caribbean.
The Spliethoff group operates a fleet of over 100 vessels worldwide. Finnish RoRo line operator Transfennica is part of the Spliethoff Group since 2002.

”This is an interesting next step in the development of Bore. Bore will become part of a bigger shipping company that also has long traditions in shipping. In addition, the divestment gives Rettig Group improved flexibility to develop existing businesses within the Group or to diversify into entirely new businesses where Rettig Group can add value as a long-term owner”, said Tomas von Rettig, President and CEO of Rettig Group.

”The approach by Spliethoff is an acknowledgement of our recent achievements. We have shown to all stakeholders the strength of the Bore brand manifested through our fleet of nine RoRo vessels with competent and motivated crew, both onboard and ashore. Becoming part of the pure shipping company Spliethoff, Bore will be able to develop the fleet and business to meet future challenges within the tough shipping market”, said Håkan Modig, CEO of Bore.

”Over the last years, the RoRo segment has become an important part of the Spliethoff Group activities via group member Transfennica, which offers fast scheduled liner services between the Continent and Finland with short transit times. With Bore joining our group we can further strengthen our position in this part of the market and develop new opportunities”, said Michael van den Heuvel, CCO of the Spliethoff Group.

”With Bore we aquired a company that is complementary to our existing business. We welcome the Bore employees in the Spliethoff Group and are confident the Bore business will prosper within our Group. As Spliethoff we are always looking for possibilities to grow in our existing markets and Bore was clearly one of these possibilities”, said Michel Fransen, CFO of the Spliethoff Group.

CSSC Shipping fixes $245m financing for six bulkers

CSSC (HK) Shipping Co Ltd (CSSCL) has clinched a $245m ten-year club senior secured loan for the construction of six newcastlemax bulk carriers.
The loan for CSSCL, the ship-owning and leasing arm of China State Shipbuilding Corp (CSSC), was advised by law firm Watson Farley & Williams (WFW) and led by Standard Chartered Bank and Bank of America, joined by Societe Generale.

The six bulk carriers were ordered in 2014, with two already delivered and the remaining four currently under construction.
WFW partner Christoforos Bisbikos commented: “We are delighted to have advised CSSC on this successful transaction involving a first time international syndication of a Chinese state entity.
“The deal shows that business continues and successful and mutually beneficial transactions are there to be done if parties are clear in their strategy and find the right funding. It also further reinforces WFW’s position as a market leader in the maritime sector in China and the wider Asia Pacific region,” Bisbikos said.

Sembcorp Marine launches arbitration against Sete Brasil

Sembcorp Marine, a Singapore-based drilling rig builder, has launched an arbitration proceedings against Brazilian drilling contractor Sete Brazil.
The news comes following reports that Sete Brasil was getting ready to file for bankruptcy protection. Sete Brasil was formed in 2011 to own and operate drilling rigs to be used by Petrobras for drilling offshore Brazil.

The company was subsequently linked to the largest corruption scandal in Brazil, the Lava Jato, which blocked it from obtaining the previously approved bank loans that were meant to be used for rig payments.

In addition, Petrobras has been postponing its decision to sign a long term contract for Sete’s rigs. All this has lead to Sete failing to pay instalments for more than $10 billion dollars worth of drilling rigs it had ordered from Sembcorp and its compatriot Keppel.
In a statement on Friday, April 22, Sembcorp, which has a contract to build seven rigs for Sete, said: “The Group was informed by Sete Brasil that its shareholders had on April 20, 2016 approved a resolution for Sete Brasil to file for a judicial recovery.”
Sembcorp then said it started arbitration proceedings against various subsidiaries of Sete Brasil to preserve the Group’s interests under the Sete contracts.

“Sembcorp Marine continues to closely monitor the situation and evaluate the implications. The Group has in the last financial year made provisions of S$329 million for the Sete Contracts. We believe that the provisions are sufficient under the present circumstances,” Sembcorp said on Friday.
Earlier last week, Keppel, Singapore’s largest rig builder, said it had stopped construction on Sete Brasil’s rigs since end-2015 and “we will not resume construction until payment recommences.”
Keppel is building six semi-submersible drilling units for the troubled Brazilian company.

Greek Ferry Panagia Tinou sinking at Piraeus Port

The Panagia Tinou ferryboat, which has sailed hundreds of thousands of passengers from the Greek capital to the country’s islands, is taking on water and sinking at Piraeus Port, authorities said on Tuesday (Apr 26).

The ship, which was put into service in 1972 and confiscated by the state a few years ago due to outstanding debts by operator Ventouris Sea Lines, starting taking on water early on Tuesday and is listing precariously as efforts continue to pump out excess water.
The Panagia Tinou ferry was responsible for the route from Piraeus to the popular holiday islands of Syros, its namesake Tinos and Mykonos for most of its lifetime.
